The Division of Child Care Administration has recently become its own Division within DES, and is responsible for the development, oversight, and implementation of the Child Care and Development Fund State Plan, and additional federal child care relief investments which require states to ensure equitable access to high quality child care, focused on child development and well-being. The Division of Child Care (DCC) is seeking an experienced and highly motivated individual to join our team as a Licensing Surveyor Supervisor. This position will supervise a team of surveyors who are responsible for monitoring DES contracted licensed centers and group home providers that abide by the Child Care Provider Registration Agreement and providing and supporting case management duties and/or support staff carrying out this function. Through leadership and coaching, this position supports surveyors in carrying out their roles and responsibilities including, but not limited to, onboarding of new child care providers; addressing case management issues; conducting investigations; and training on policies and procedures.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
Essential Duties and Responsibilities include but are not limited to:

  • Develop team goals and assess performance.
  • Mentor new staff and coach individual team members.
  • Review reports and recommendations developed by staff to ensure content is complete, accurate, consistent, and within established timelines.
  • Supervise and accompany surveyors on site visits of considerable difficulty for DES contracted childcare providers.
  • Support surveyors with process improvement activities on monthly desk audit assessments and training on compliance audits.
  • Create electronic contract forms/applications for contract amendments and Provider Registration Agreement contract renewal.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Department policy and state statute, federal law and rules pertaining to multiple childcare programs.
  • Early childhood development, age-appropriate activities, appropriate disciplinary and behavior management methods.
  • Methods and techniques used for effective case management, including Supervisory and work management techniques.


Skilled in:

  • Supervisory procedures and managing people.
  • Time management and consistently meeting deadlines.
  • Resource planning and organization of case management activities.


Ability to:

  • Work collaboratively with peers and other teams.
  • Adapt to changing priorities.
  • Plan and coordinate team duties and responsibilities.
  • Assess unsafe situations and react quickly and appropriately.
Selective Preference(s):
The ideal candidate for this position will have:
  • Knowledge of Early Childhood development, age-appropriate activities, and appropriate disciplinary and behavior management methods.
  • Bilingual (Spanish) preferred.
Pre-Employment Requirements:
  • Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11)..
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
  • Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency’s ability to reasonably accommodate any restrictions.
  • Candidate shall have or meet the requirements to obtain prior to their first day of employment, a valid Level One Arizona fingerprint clearance card issued pursuant to Arizona Revised Statute 41-1758.07 in order to work with children and vulnerable adults.
  • Candidates for this position shall be subject to a search of both the Child Protective Services Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S 46-459.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
